Who WE ARE
We are a private, minority-owned small business that provides a wide range of risk assessment, emergency planning, response, and training services. Our goal is to help government agencies, companies, and organizations keep their staff, customers, and clients safe.

We develop emergency response plans, create evacuation maps, and deliver scenario-based training and exercises to enhance the readiness of our clients. Our plans and maps meet or exceed Fire Code standards as well as Federal, State, and Municipal regulations.

Testing Existing Protocols and Procedures
SEDC tests existing protocols and procedures by creating a fictional but plausible scenario and facilitating a tabletop or functional exercise.
Evacuation Maps and Continuity of Operations Plans
SEDC produces evacuation maps that meet Fire Code requirements and COOP Plans to help clients resume operations.

About Us
Our Mission: At Strategic Educational Consulting, LLC, we ensure the safety of people and reduce the liability of businesses before an emergency happens. We strive to improve the safety and security of our clients by creating customized emergency plans and providing scenario-based training that our clients can use right away.
SEDC is led by Chander Jayaraman who has over 16 years of extensive experience and expertise in emergency planning, training, and consulting through his work with emergency planners, risk managers, school directors, and agency officials in the D.C. and the National Capital Region.
SEDC recognizes that the safety and security needs of each building, agency, and organization are unique. We provide a no-cost initial consultation to first understand our clients’ needs before we prepare a scope of work. We can also provide a readiness self-assessment so that our clients can understand their level of readiness and make informed decisions about what preparedness areas to prioritize.
We know from experience that emergency plans and maps must be realistic and actionable in order for them to be effective. The plans we create are customized to our clients’ needs and concerns, responsive to the threats they face, and actionable by both administrators and personnel. In addition, our plans, maps, and procedures meet or exceed International Fire Code standards and Federal, State, and Municipal regulations.
SEDC also has specialized expertise in developing plans to accommodate and assist people with disabilities or people with functional and access needs. We assist organizations to incorporate successful strategies into their normal routines by training caregivers or aides who support and assist functional needs populations.
SEDC is a certified MBE/DBE through Maryland DOT and approved to receive the maximum CBE points in the District of Columbia.
SEDC created a comprehensive disaster response plan for a D.C. agency to comply with the Federal CCDBG Act that details the procedures for addressing the impact of a disaster on child care centers. SEDC also created new Emergency Response Plan (ERP) standards and tools for child care centers to use in creating compliant ERPs.
SEDC created and delivered scenario-based training that brings content to real world situations. We researched best-practices and FEMA guidance to present the latest strategies and protective actions, and then wove those into a scenario so trainees could visualize and apply these procedures at work.
SEDC produced evacuation maps that meet state regulations and International Fire Code requirements. We conduct site visits and assess where occupants are stationed and create maps that minimize bottlenecks and facilitate the rapid and safe evacuation of occupants. We have worked directly with fire inspectors to ensure that all floor and rooms maps are compliant.
